Joe Cobb in goodsprings, the guy fighting with Tanya gives a quest where you take over the town, then you can get missions from the main guy in the prison facility. Faction rep doesn't switch to neutral though, still on shunned.Ki Shodar 04:30, Janu(UTC) The truce dialogue is the standard intro given by one of the powder gangers at the NCRCF before being vilified or having a bad rep with them. If you acquired a 'shunned' reputation with the Powder Gangers by completing the Ghost Town Gunfight, you will still be able to talk to Eddie in order to receive this quest but assaulting anyone in the prison or gaining another level of infamy will turn the Powder Gangers hostile upon your entrance.
Powder gang rep decreases rep with pretty much all factions, NCR, Legion, Goodspring, caravans etc. They are obviously based off of the Powder Gangers in Fallout: New Vegas. You can see what I am talking about in attached picture. This is a very simple mod, all it does is make Joe Cobb and his five Powder Ganger friends associated with the Fiends.
